Thomas specializes in fisheries and marine biology. He has expertise in Endangered Species Act (ESA) and Marine Mammal Protection Act compliance and has substantial experience preparing documentation for projects in Puget Sound and Alaskan freshwater and marine environments on behalf of the National Marine Fisheries Service (e.g., Letters of Concurrence for informal ESA consultations and Biological Opinions for formal consultations). He also has prepared numerous project-specific Biological Assessments for various clients. In addition to his federal regulatory expertise, Thomas is familiar with local and state environmental policies and regulations and applies his knowledge and project management skills to efficiently move projects through the permitting process. Thomas is certified as a Protected Species Observer and PADI diver.
