Job Overview:
Confluence Environmental Company is seeking a full-time Land Use and/or Environmental Planner to join our collaborative and multidisciplinary team. This position offers the opportunity to work on a diverse range of transportation, infrastructure, and natural resource projects. The ideal candidate will enjoy working closely with biologists, engineers, surveyors, and regulatory staff to prepare SEPA and NEPA environmental documentation, assess permitting requirements, develop applications, and interact with clients. You’ll interact regularly with local, state, and tribal agencies while managing multiple project tasks, maintaining schedules, and ensuring high-quality deliverables. Key Responsibilities:

  • Prepare SEPA/NEPA and other environmental and regulatory documents.
  • Collaborate with internal technical staff and external partners on project planning and submittals.
  • Assess regulatory needs and develop complete permit applications and supporting documentation.
  • Coordinate with local, state, and tribal agencies to facilitate project approvals.
  • Manage multiple projects, including task prioritization, scheduling, and budget tracking.
  • Conduct research and occasional fieldwork to support project development.
  • Draft clear, well-organized reports and client communications.
  • Contribute to a positive, collaborative, and responsive team culture.

Qualifications:

  • 6-15 years of environmental planning or consulting (agency experience may be considered)
  • Bachelor’s or master’s degree in planning, policy, or a related field
  • Demonstrated experience with SEPA/NEPA, municipal and state regulations, critical area regulations, and permitting processes
  • Project management experience
  • Experience interacting with local and state agencies
  • Proficiency in Microsoft Office programs and PC computers
  • Ability to travel regionally for client meetings and fieldwork. A valid driver’s license and the ability to drive to sites is required. Mileage reimbursement is provided.
  • Preferred: Experience in comprehensive/long-term planning
  • Preferred: Experience with wetlands/streams and associated mitigation processes
  • Preferred: Experience interacting with tribal agencies
  • Preferred: Puget Sound and Pacific Northwest experience
  • Preferred: ArcGIS skills
